This error may be caused by changing the location of your Windows temp file(s) to somewhere other than the C partition. Typically Windows uses the C drive for temporary extraction of files but some applications may change this to a location other than the C drive.

Please try the following for Windows 2000:

1) Right-click My Computer > Properties > Advanced

2) Locate and reset the location of Temp/tmp folders to the C drive

3) Reboot

Please try the install again.

For other versions of Windows including XP, to locate the the location of the Temp directory click on Start > Run and type: %temp% and press OK. If the root location is not the C drive then contact technical support.
