The order of the form fields is mostly up to the web browser. It tends to be left-to-right, top-to-bottom. The exception is Internet Explorer 4 or better using DHTML, where it is based on the order you added the fields to the page. You can change the order of a field by right clicking it, then selecting "Order -> Bring Forward" or "Order -> Send Backward" from the menu that appears. "Bring Forward" will move it one step closer to the end of the form. "Send Backward will move it one step closer to the start of the form.
